The Oregon Investment Council (OIC) manages PERS investments. The OIC is a six-member board that includes the state treasurer, the PERS executive director (non-voting), and four members appointed by the governor. The OIC also employs private-sector money managers.
The council invests Tier One member A PERS member who began his or her six-month waiting period before January 1, 1996. and Tier Two member A PERS member who began his or her six-month waiting period on or after January 1, 1996, but before August 29, 2003. accounts and employer contributions in common stocks, fixed-income securities such as mortgages and corporate bonds, and a variety of other investment vehicles.
Investment earnings are typically credited to your Tier One or Tier Two account in March, effective as of the end of the prior calendar year Twelve calendar months commencing on January 1 and ending on December 31.. Tier One members are guaranteed a minimum interest rate on their regular member accounts that is equal to the year's actuarially assumed interest rate provided certain conditions are met. As of January 1, 2018, the assumed rate is 7.2 percent. Tier Two members do not have a guaranteed interest rate and receive whatever earnings or losses are available for distribution.
