1,039-hour limit
Refers to the 1,039 hours that a PERS service retiree can work for a PERS-covered employer before the age of 70 without having to repay retirement benefits.
600-hour rule
A rule in Oregon Revised Statute stating an employee working for a public employer must perform at least 600 hours of service in a qualifying position each calendar year to earn retirement credit for that year.
A
active member
[PERS Chapter 238 Program] A member who is presently employed by a participating employer in a PERS Chapter 238 Program qualifying position, and who has completed the six-month waiting period. [OPSRP Pension Program] A member who is presently employed by a participating employer in an OPSRP Pension Program qualifying position, and who has completed the six-month waiting period. A six-month waiting period is not required if a "Break in Service" occurred and the member previously was a PERS Chapter 238 Program member.
aggregate sum refund (AS refund)
Total amount of dollars eligible for disbursement such as: The aggregate sum of a small benefit allowance disbursed in a single lump sum payment or AS refund.
AS refund
Lump-sum payment made in lieu of a retirement benefit. Retirees whose monthly benefit payment would amount to less than $200 a month will receive an AS refund.
authorized leave
Hour(s) spent away from an employer for purposes of vacation, holiday, illness, incapacity, jury or military duty, or authorized leave in which the employee performs no duties but is directly or indirectly paid or entitled to payment for services in a qualifying position. The hour(s) must occur during the time an employee normally performs his or her regularly scheduled duties.
Automated Clearing House (ACH)
First introduced in the early 1970s as an efficient alternative to checks, ACH is a nationwide mechanism that enables efficient electronic transfers of funds between banking entities. ACH is the central clearing facility that receives funds from originating depository financial institutions, distributes the funds to appropriate receiving depository financial institutions, and performs settlement functions for the affected financial institutions.
Average Overtime Hours
A data field found on both DTL1 and DTL2 records. A code for the average annual overtime hours worked by a particular job class. The employer supplies this when an employee is hired (DTL1 record) or changes job class (DTL2 record). PERS uses this information when a member retires to set a reasonableness cap on the number of overtime hours that can be used in the calculation of final average salary.
B
Board
The five members appointed by the governor and confirmed by the Oregon Senate. The Board is charged with administering the Public Employees Retirement System and the Oregon Savings Growth Plan, a deferred compensation program for state and local government employees.
C
calendar year
Twelve calendar months commencing on January 1 and ending on December 31.
Chapter 238 Program
The retirement program available to an employee hired into a qualifying position with a public employer on or before August 28, 2003. The program consists of Tier One members—those hired by a PERS-participating employer before January 1, 1996—and Tier Two members—those hired on or after January 1, 1996, but before August 29, 2003.

demographic (DTL1) record
An electronic record created in EDX that contains an individual employee's demographic information (such as new hire date, termination date, LWOP, name, address, DOB).
Demographics and Adjustment Report
A report containing demographic (DTL1) records, positive and/or negative adjustment records, and retroactive payment records.
Distribution Code
A data field found on both demographic (DTL1) and wage and service (DTL2) records. It is an optional field for employers who wish to use codes subdividing employees based on geographical and/or personnel divisions.
donated or hardship leave
Vacation hours donated by an employee to another employee who will use the donated vacation hours for sick leave.
E
effective date of retirement
The first day of the month following the last day you worked or were on qualifying paid leave, or the first of the month in which you file your application for benefits, whichever is later.
elected official
A person who is a public official holding an elective office or an appointive office with a fixed term for the state or for a political subdivision of the state. An elected official may elect to participate in PERS pursuant to ORS 238.015(6).
eligible employee
[OPSRP] A person who performs services for a participating public employer, including elected officials other than judges. [PERS Chapter 238 Program] A person who performs services for a participating public employer, including public officers. See ORS 238.005(7) for a list of workers considered not eligible.
employer-paid pre-tax (EPPT) contributions
Contributions paid by employers and sent to PERS on behalf of its members. The contribution amount is calculated before taxes are taken out of the employees' salaries.
employer contribution rate
The amount actuarially necessary, as designated by the Board, that an employer must pay to adequately fund the benefits to be provided by the contributions of the employer.
Employer Data Exchange (EDX)
The Web-based program participating PERS Chapter 238 Plan, OPSRP Pension Program, and OPSRP IAP employers with qualifying positions use to report payroll and demographic information directly to PERS.
F
final average salary (FAS)
The monthly average of the salary paid in the last 36 months of active membership or the three highest calendar years’ salary, whichever is highest. The greater amount is divided by 36 months to determine the member’s final average salary.
flagged record
A report record (DTL1 or DTL2) that has a flagged type of error. Flagged errors are only warnings that something reported in the record looks abnormal. Records with flagged errors should be checked for accuracy but will post when all other records post.
Full-Time Equivalent Hours
A data field found on both demographic (DTL1) and wage and service (DTL2) records that applies only to those employees defined as school employee under ORS 238A.140(6). An employer specifies what it considers to be the equivalent of full-time work when full-time service requires less than 2,000 hours of service in a calendar year.
G
General Service
[PERS Chapter 238 Program] Membership in PERS as other than a judge member, a P & F designated position, or a legislator. [OPSRP] Membership in the OPSRP Pension Program, OPSRP IAP, or both that excludes a P & F designated position.
Gross Salary
A data field on the wage and service (DTL2) record. Gross salary entered must equal the sum of the values entered in these fields: Subject Salary, Regular, Subject Salary, Overtime, Non-Subject Salary, Lump-sum Payoff, and Lump-sum Payoff.
gross unused sick leave hours
The accumulated total of unused sick leave up to the PERS allowed limit, which is the lowest rate of accrual for any employee who is entitled to sick leave. This may not exceed eight hours per month and may be less. It includes all transferred in, reinstated, and accumulated unused sick leave hours remaining at termination.

hour of service
An hour for which an eligible employee receives payment from an employer for (1) performing a service or (2) leave time. Eligibility for OPSRP Pension Program participation, vesting, and benefits is based upon hours of service. Hour of service does not include any hour for which payment is made or due under a plan maintained solely to comply with applicable workers’ compensation or unemployment compensation laws.
I
inactive member
[OPSRP] A member of the OPSRP Pension Program or the Individual Account Program (IAP) whose membership has not been terminated, who is not retired, and who is not employed in a qualifying position. [PERS Chapter 238 Program] A member who is not employed in a qualifying position, whose membership has not been terminated as described in ORS 238.095, and who is not retired for service or disability.
Individual Account Program (IAP)
Established in 2003 by HB 2020, the IAP is part of the Oregon Public Service Retirement Plan (OPSRP). It is a separate program from the OPSRP Pension Program and includes people who are members of the OPSRP Pension Program and PERS Chapter 238 Program.

jClarety
The retirement system software platform underlying EDX. jClarety and EDX were implemented to manage member wage, service, and demographic information for OPSRP.
Job Grade Start Date
A data field found on both demographic (DTL1) and wage and service (DTL2) records. The date when an active employee changes job class.

L
leave of absence (LOA)
A time during which an employee is not working but is still considered employed. An official leave of absence is one that was approved by the employer. A leave of absence with or without pay does not break the continuity of the employee’s membership in PERS.
leave without pay (LWOP)
A period during which an employee is considered employed but is not working for his or her employer and is not paid or accruing service time. A leave without pay of more than six months can result in a break in service (see the definition "Break in Service"). A leave without pay is reported to PERS on a demographic (DTL1) record.
legislator
A person appointed or elected as a member of the Oregon Legislative Assembly. A person elected as a legislator for a term beginning on or after August 29, 2003, must elect within 30 days after taking office to become an OPSRP member, the state deferred compensation plan, or neither.
Lump-sum Payoff
A field located on the wage and service (DTL2) record that indicates lump-sum payoff amounts made to an employee in the current report period (e.g., accrued vacation, accrued sick time, comp time, etc.).
lump-sum vacation pay
Lump-sum vacation pay means a lump-sum payment for accrued leave in a vacation leave program provided by the employer. The lump-sum payment excludes sick leave programs, compensatory time, holiday pay, and special leaves. Lump-sum vacation pay is subject to contribution for PERS Chapter 238 Program (Tier One/Tier Two) members but not for OPSRP members.

major fraction of a month
A minimum of 11 business days in a calendar month.
member
An eligible employee who has established membership in the PERS Chapter 238 Program (Tier One/Tier Two), Oregon Public Service Retirement Plan (OPSRP) Pension Program, or the Individual Account Program (IAP) and whose membership has not been terminated. Member includes active, inactive, and retired members.
member-paid after-tax (MPAT) contribution
PERS contribution deducted from a member's salary after the withholding of federal and state income taxes from his or her gross salary.
member-paid pre-tax (MPPT) contribution
PERS contribution deducted from a member's salary before the withholding of federal and state income taxes from his or her gross salary.

negative adjustment record
A wage and service (DTL2) record used to negatively adjust amounts reported for a particular pay date.
net unused sick leave hours
The gross unused sick leave hours minus the employee's unused sick leave hours transferred in.
non-subject salary
Member's salary that is not subject to PERS contributions and salary that is not used in a benefit calculation.
O
optional employer contribution
An employer may, by written agreement, elect to pay an additional contribution amount to a class (or all) of its employees in addition to other contributions. This amount must be a whole number percentage between 1 and 6 percent.
Oregon Public Service Retirement Plan (OPSRP)
The retirement plan established by the Oregon Legislature for new employees hired on or after August 29, 2003. The OPSRP Pension Program consists of the Pension Program and the Individual Account Program (IAP).
P
pay cycle
The period of time from one pay date to the next. The pay date is considered the last day of the pay cycle. A pay cycle may apply to a group of employees who are paid for the same period.
pay date
The date on which salary is normally given to an employee. It is also the date printed on the employee’s check.
payroll administrator
Person or persons using EDX to report to PERS. Payroll specialists set up their own accounts via EDX.
Pension Program
A defined benefit program under the OPSRP Pension Program that the Oregon legislature established for new employees hired on or after August 29, 2003.
PERS-covered employer
A public employer who provides Tier One/Tier Two retirement benefits for its employees covered by the Oregon Public Employees Retirement System.
PERS-participating employer
A public employer who provides retirement benefits for its employees covered by the Oregon Public Employees Retirement System.
PERS Job Class Code
The job class, for PERS purposes, under which the reported wages have been earned (e.g., General Services = 1, Police and Fire = 2, etc.). Defines the employment classification an employee holds with an employer. The job class may affect the rules that apply to a member’s benefits or eligibility to participate in PERS.
positive adjustment record
A wage and service (DTL2) record used to adjust understated amounts reported for a particular pay date.
posted (report or record)
A status EDX assigns to records and reports considered correct and closed to further changes. A record posts, receiving a status of “posted” once it passes the validation process. A report posts when all the records it contains post.
Q
qualifying position
One or more jobs with one or more participating public employers in which an eligible employee performs 600 or more hours of service in a calendar year, excluding any service in a job for which benefits are not provided under the PERS Chapter 238 Program (Tier One/Tier Two) or the Oregon Public Service Retirement Plan (OPSRP).
R
Regular Report
An EDX report containing wage and service (DTL2) records for all employees receiving payments during the reporting cycle. The report can also contain demographic (DTL1) records, if necessary.
Remittance Statement
A statement showing employer charges due related to posted wage and contribution records. Available through the View Your Statement link in EDX, the statement shows three levels of detail, including by individual employee for each record posted.
report date
The scheduled date the employer submits wage, service, and contribution data to PERS. This date is given to a report when it is created and is specified in the header record of the report data file. It is the date associated with reporting frequency.
report due date
The date an employer must report wage, service, and contribution data to PERS. This date follows the report date by three business days.
report period
Refers to the period between report dates, which is when the activity is captured to create regular Wage and Contribution Reports. For instance, an employer reporting monthly would have a report dated 06/30/2004, with a report period of June 1–June 30.
Reported Wage Code
A data field on the wage and service (DTL2) record indicating the type of pay being reported (e.g., regular wages, retroactive pay, adjustments, etc.).
reporting frequency
PERS assigns each employer a reporting cycle that most closely matches its pay cycle in accordance with OAR 459-070-0100. There are four reporting frequencies associated with the assigned reporting cycles: monthly, semi-monthly, bi-weekly, and weekly.
reporting official
Individual an organization identifies as the person charged with overseeing the PERS payroll reporting process. The individual is responsible for designating the Web administrator.
retired member
A member who is receiving a retirement allowance for service or disability or who has received a total lump-sum distribution of his or her retirement benefits.
retroactive payment record
A wage and service (DTL2) record used to report current payments made for dollars earned in prior periods that meet the statutory definition of retroactive payment per ORS 238A.005(16)(b)(E).

salary
The remuneration paid to an employee in cash out of the funds of a public employer in return for services to the employer.
separation date
The last date the employee earned wages for hours worked and leave (vacation, sick, comp).
subject salary
A member’s salary that is subject to PERS contributions.
subject salary, overtime
Any salary subject to PERS or OPSRP contributions and strictly attributable to overtime hours worked.
subject salary, regular
Any salary subject to PERS or OPSRP contributions that does not include overtime pay.
T
third-party administrator (TPA)
Private payroll vendor (e.g., ADP) providing administrative services, such as managing accounts and paying out benefit claims. Employers who use a TPA will typically rely on them to extract/generate data files used to upload report information to EDX.
transferred unused sick leave hours
These are the accumulated unused sick leave hours that are transferred from a former PERS employer to a current PERS employer or is reinstated sick leave. The hours must be available for use by the employee. The amount of unused sick leave hours a hiring employer will accept, if any, is based on the hiring employer’s personnel policies or union contract agreements.
U
unfunded actuarial liability (UAL)
The amount of money required for PERS to pay current and future benefits minus the amount of money currently in the PERS fund. PERS determines each employer’s unfunded liability as part of the employer’s contribution rate determination.
Uniformed Services Employment and Reemployment Rights Act (USERRA)
The federal law enacted in 1994 that provides protection of jobs and benefits for employees who take a leave of absence to serve in the military, National Guard, or other uniformed services. USERRA clarified and strengthened the Veterans’ Reemployment Rights Act.
unit contribution
A voluntary contribution made toward a benefit enhancement that is available to PERS Chapter 238 Program (Tier One/Tier Two) police and fire (P&F) members. Not allowed for OPSRP Pension Program members.

vested
A member’s right to receive a present or future retirement benefit “vests” when it is no longer contingent upon a member remaining in a qualifying position with a participating employer. Status of a PERS member who has made contributions to PERS in each of five calendar years.

Wage and Contribution Report
Report containing Demographics and Adjustment Reports and Regular Reports. The report lists the status of each report submitted, either "posted" or "unposted." In addition, it allows you to view the report details and edit un-posted reports.
wage and service record
An electronic record created in EDX that contains an individual employee's wage, contribution, and service information for a reporting period.
Web administrator
Person appointed by an organization’s reporting official to have sole administrative control over EDX reporting for that organization, including maintenance of employer contacts and user accounts.
working days
The days an employer is open for business.
